Membership in this marine trade and social club was formed to meet the needs of the men who operate and service vessels on our inland rivers, inter-coastal waterways, and offshore oil fields, and shall be reserved for men meeting the following qualifications:

"People who are actively engaged in the supervision of the operation and repairs to shallow draft commercial marine vessels operating on the Louisiana and contiguous waters. This is meant to include as qualified in the forgoing supervisory personnel and operating executives of owners and operators of such vessels or shipyards, and surveyors engaged in the repair of shallow draft vessels."
